5. Coordination of the integration effort
The Integration Programme as well as the internationalization programme comprise an
entity through which multiculturalism is segmented on the local level. The success of im-
migration-related multiplicity and integration requires the strong coordination of op-
erational and financial potential.
The immigrant perspective should also be presented in the future as well in all planning of
services, as well as cross-administrative programmes promoting wellness that are cur-
rently under preparation. Resources should be broadly focused on the integration work
and to create a model by which the sort of integration effort to be carried out by the vari-
ous interests of the city organization are brought to the fore.
The City of Rovaniemi is firming up the coordination of the integration effort
The city is in charge of the planning and organization of services belonging to the
sphere of the integration effort as well as a yearly assessment of the implementation of
the priorities of integration and their development requirements.
The City of Rovaniemi is assembling a model by which the income and expenditure of
integration shall be visible. The refugees‟ computational compensation shall be applied
to measures accordant with the priorities of integration.
The City of Rovaniemi is developing the process of integration in the municipalities
where the persons concerned receive international protection, in cooperation with the
Ministry of Employment and the Economy as well as with the Lapland Employment and
Economic Development Office. The municipality has appointed a member to the Ministry
of Employment and the Economy‟s national VIPROII and HAAPA II projects, whose task
is the development of the official processes and municipal reimbursement system for the
reception of refugees (see Appendices 6 and 7).
An integration group shall be established for the execution of the programme to which
various actors in the area are to be invited. The implementation of the Integration Pro-
gramme is reported once each City Council period to the City Government. The Integra-
tion Programme should be developed and revised immediately when the need to do so
emerges. The Integration Programme should, in accordance with the Act on the Integra-
tion of Immigrants and Reception of Asylum Seekers, be updated at least once every
fourth year.
The city is in charge of the long-term planning and organization of services belonging to
the sphere of the integration effort as well as a yearly assessment of the implementation
of the priorities of integration and their development requirements. The assessment
concerning the realization of the priorities and developmental requirements shall be pre-
sented annually to the city government.
