2. The City of Rovaniemi shall function actively in accordance with the partner-
ship principle.
The city managers commit themselves to promote positive integration work with the various
actors.
The city shall actively build partnerships and join in a network with various actors for im-
provement in client orientation in, e.g. Lapland‟s immigration and integration actors-based
networks (Appendix 8).
The city shall strengthen the cooperation structures with organizations supporting integration
as well as with recreational and leisure-time operators. The work performed in organizations
supplements the services provided by the authorities as an important element of the same.

3. The City of Rovaniemi shall work actively to strengthen the participatory in-
volvement of immigrants.
The city shall create the prerequisites for impact by people with immigrant backgrounds by
various means.
Development Programme for the Involvement and Impact of Inhabitants 2013–2016 under
the preparation of the City of Rovaniemi
The City of Rovaniemi is formulating the cultural integration programme in the Kultti pro-
ject, 1 June 2013 – 31 May 2014. In this project, the readiness of the city‟s cultural life to
support the integration of immigrants is being advanced.
The city is still developing ways to distribute multilingual information. Rovaniemi‟s interna-
tional pages, the MoniNet website and the Lapland Immigration and Integration Actors net-
work are all being utilized in information distribution. The City of Rovaniemi is continuing its
Infobank cooperation during the contract period, 2014–2023.
